The Hosooka Observatory overlooks the Kushiro Wetland.
The view is quite open, and you can see the superb view of the vast Kushiro Marsh.
By the way, this place is not in Kushiro City, but in neighboring Kushiro Town.

If you run along National Route 391, which is convenient for comings and goings between Kushiro City and Shibechacho, there is a road that you can go to the observation deck.
There is a signboard of "Hosooka Observatory" around the Kushiro Town Folk Museum, so we will go around there.
What about the road near the observation deck?
Around here.
When you approach the observation deck (parking lot), it will be off-road.
Even if it was said off-road, the road surface was a little uneven and not rough, and it was almost a flat road that could run even in the compact car Vitz.
What is the parking lot of Hosooka Observatory?
I think that it can be done in a quiet season such as winter, but I was able to lie down near the observation deck.
If you lie down, you can walk to the observation deck in 1 or 2 minutes.
During the busy season such as summer, there is a free parking lot in front of the observatory, so I think you can park there.
